HJR4 is a proposed constitutional amendment on Idaho’s 2026 ballot that would permanently ban citizen-led initiatives related to any psychoactive substances. The measure does not distinguish between harmful drugs and emerging, science-backed treatments—lumping all psychoactive substances into a single category. If passed, HJR4 would eliminate the public’s ability to propose or vote on initiatives involving psychedelic therapies, regardless of medical evidence or public benefit.
